Where are Skill Descriptions?

I know that Skills are described in the 'p' menu - but where are they broken down in terms of function/stats? Not in the 'x' character page. For example, Berate says that 'You berate a neaby creature' but is there any more in-game info on stat damage?

That description is all you get. For the record, berate gives the target penalties to to-hit, DV, Ego, Willpower and Quickness. The quickness penalty is the most noticeable effect; they seem to be slowed down to about half speed.

Beguiling seems to work only when it wants to? For example, I'll beguile a goat, it follows me around for a long time, but then for whatever reason when I try to beguile another creature, it ignores me even though I get a message telling me that it was successful.

Your confusing beguile with berate.

These are still pretty preliminary effects, but that's what they are at the moment.
