You generate 1000 energy a turn and almost all actions cost 1000 energy to use. you move a square, you use 1000 energy, throw a nade, 1000 energy, lick a watervine farmer, 1000 energy the enemy pays this amount as well.
two headed at level 1 gives a flat 20% deduction for mental mutations.
so you use 800 energy when you cast lase or sunder mind for example, while the enemy still needs to pay 200 energy, thus your turn comes first.
Quickness deturmines how much energy you accumulate in a turn. You start off with 100(aka100%)quickness, thus If you have +10 quickness, you will have 1100 energy to spend in a turn.
In fact, the FFT analogy works perfectly for me.
Don't quote me on that, but I always assumed that this is how it works.
This kind of system is also used in ADOM, if I remember correctly.

This is probably why it only costs two points. It's not as good as it looks on paper because it's incompatible with generally-superior options.
