If you talk to him, he claims to be from the Consortium (the gentleman-plant-run corporation the cucumber shopkeep from Kyakukya is from) and he has a sweet selection of rather high-tech gear for sale.
...if you feel like cheating a little bit, you can enable the 'indicate overland encounters on the main map' option, but this has to be enabled when your world is first generated. I think it needs to be enabled at the creation of your game however, and can't simply be turned on/off. When enabled, the overland tiles will be different colors to indicate a special event in that area, which can then be found somewhere within the 3x3 zones for that tile.
THe Glowpad merchant, besides being a nice reference to the Mudcrab merchant in Morrowind, will also get hostile if you attack anything near him.
So, getting to him is half the battle.
Unless this was changed in the last 1 1/2 years.
Also, he's rather rude, so anything near him that you attack, he will beat you up for it. :)
