With one 'stack' of it you have a 33% chance each level to get a 'free' 4 mutation point option ie. pick from 3 random mutations. Once you've done this, that's it. You have uncovered your 'hidden' mutation from character creation and no longer have the random mutation chance. Two stacks gets you two extra mutations overall etc.
It's basically a way to gamble on getting 4 or 5 point mutations for 3 points at the cost of waiting a few levels, but it doesn't give you more 'free' mutations than the number of levels you buy in it.
