I was playing an found a night vision goggles and its not turning everything to green. Did they get better? Or its because of mods?

Dito and you could already remove the green in the options. There will probably be a mod to bring the green back.
hope so...

Or maybe they'll come to their senses and change it back. But I doubt it...

I never found an option for that, so that's news to me

It's the colorblind option, among other things it disabled the green for night vision. But if you aren't colorblind, it's just cheating.

Does this really make a difference for game balance? You could manually look at each square and creature to see what they are, even with the green version. This is just nicer to look at

It has a significantly larger sight range than anything else, much larger than any possible light radius without a light source. The night-sight interpolators have a much shorter range (on par with most light radii), with the tradeoff of both greater visual information and being able to see through 1 layer of walls without a light source. Only now it doesn't matter, night sight interpolators now only basically exist for mutants to see through walls.

Also, verisimilitude, but yeah, it's also a game with psychic powers, reality distortion and swords, so that's understandably less important...

Edit: Forgot to add the stuff that is bolded.
