does a stinger count as a weapon?
i was wondering because i have a shield and a sword, and i don't know if single weapon fighting will still trigger if i have a stinger

Aight, checked it myself, Stingers are fully unaffected by single weapon fighting. You still get the SWF bonuses, and stinger still stings at 20% chance per attack and on charge and such.

They did change it so stingers etc. would work again in some beta of the 7th plague update, though for some reason I can't find the notion of that anymore.

Single-weapon fighting should work as a toggled ability that adds the bonuses but causes you to attack only with the weapon in the limb marked with "Primary", which I do not know if you can set as a tail because I've never tried.

While this didn't turn out to be true for Stingers (I had also assumed as you had), you can indeed set pretty much any melee-weaponised slot to be your primary, from your left hand to your horns to your tail.

As such, SWF should definitely also work with your tail as the weapon, with the usual 20% chance to apply the venom.
