I looked for fun on how to make the game as a TTRPG with friends (maybe someday), so I try to know what are the chances of X value to make GM tables.
I actually had to look a bit to get the mod rarity chance again, since there are a few pages talking about mods and extradimensional, but e.g. the extradimensonal page does not link to the rarity page. Nacham's ribbon however does that.
No, what you are experiencing is normal. Extradimensional Hunters drop nothing, EXCEPT for the aforementioned 5% - so they have a 5% chance to drop their most valuable item with the Extradimensional Mod, and otherwise they drop nothing.
The main reason for that is to prevent Extradimensional Farming, since powerful Espers can intentionally give Hunters select items to try and force them to drop that item with Extradimensional. You CAN still technically do that, but it is essentially a long-odds gamble since there is a 95% chance you just burnt the item.
If your Hunters are mobs that actually have no items - like Frogs or Apes or the like - then yes, you may then actually have an issue. I'm not as versed with the mechanics behind Psychic Hunter mob selection/determination so I have no idea how to influence it.
Once you get to the point where you can just handcraft ten spaser rifles or thereabouts on demand, the entire game's economy just sort of falls away.
