Phasing and Force Bubble

Is there a way either by existing mechanic, or perhaps a mod to have it auto cast toggle able abilities to keep the ability active?
At a certain point when your cooldown is fast enough and duration long enough of the ability you should be able to just have the ability be perpetual until toggled off.
It can be tedious to recast. I know tinkers with electric generation can get a jacked forcebracelet and keep the bubble up permanantly, I just wish I could do that with the mutations as well.
It would also allow a high willpower high phasing character to live in the walls without accidentally phasing in, insta killing a high level character.
