Do you have a link to the code that points out why that's how it works?
Because that is seriously nonsensical.
EVen for the sake of randomness, that's not how you should generate a seed.
Precognition can also be used to re-roll HP gain if you watch your experience, making it a valuable character building tool if you're willing to do the xp management
I tried moving on the same screen, moving to a different screen, traveling to an entirely different world area. Nothing changed the selection of mutations that I had available.
The one advantage that Precog still has, is that you can see if any of the three mutations on offer are at all interesting to you, or if you would rather dump those 4 points into existing mutations.
Additionally, if you save up 8 points, you can use precog to see if you want to "waste" a mutation to break through to the next set of three. So it isn't totally useless, just not as OP as it once was.
For example, if you use Precognition and then pick a mutation straight away, but there's none that you want, then just go back. The next time walk about two steps after using Precognition, and then pick the mutation. Repeat this, each time walking further, until you get what you want.
However, I suggest against picking regeneration. There's better mutations.
