CDDA is one of my favorite games of all time!
But it has a steep learning curve. So you may watch some tutorial videos on youtube.

Not really... you can usually find something with a similar setting in other forms of media, though. Not really biopunk but I like The Book of the New Sun and Nausicaä of the Valley of the Wind, always give me some Qud vibes.

ToMe and DCSS are my favourite, although they don't have the same theme about mutations, the games still allow for a great amount of personalization.

Spiderweb's Geneforge series (the first one has recently been remastered) is set in a (future?) world where Shapers manipulate genes to create mini armies of mutant monsters. More CRPG than Rogue, but great fun.
