You could mod them in, if you wanted to. There's already mods that do some of the things you want.
The game is semi-linear in it's story line in that sense, and playing as the Putus Templar would basically mean they would have to re-write an entire story arc just for one faction, just so you can play as the bad guy. Maybe with it's own little quirks, challenges and drawbacks.
Dev politics aside, Sseth popularized the idea as a joke (along with QGirl decapitation) and it's clear that a lot of the fans are very impressionable, but the joke was funny at first, pretty stale now. It's a stale meme and people just repeat it because devs like to ban people who don't fit their bubble and pander to very very sensitive people on their discord. People get mad at that. They start trolling, the devs feed the trolls, get more strict, and the cycle continues.
tl;dr - Took much work, dev's aren't even finished with the main game. Hypersensitive mods on the discord, trolls, little kids who watch Sseth's videos, all suck.
2) The game already supports True Kin, who are the same race as Templar anyway.
If the hate seems weird, it's because it is. Most of the factions (Seekers of the Sightless Way, Extradimensional Hunters, Glow Wights, legendaries that ate babies) are as bad or worse than the Templar, but you won't get hate for siding with Ptoh. A decent comparison would be hating Nazis, but being okay with satanists - which is what we're actually seeing IRL right now.
Go out and try it. Spend one day wearing a MAGA hat, and another day wearing satanic symbols and t-shirts. Doing one of those will get you punched, kicked out of schools, etc. The other is A-OK as far as most of society is concerned.

The fact that you seem to beleive those two things are somewhat equal is baffling Go read an history book.
I do think that the Putus Templars should be more fleshed out at some point (like outposts and quests), but first we *should* let the devs finish the main quest -- besides the UI revamp I'm pretty sure it's their main priority, and for good reason!
The answer to the question in your original post is that it would be a fair amount of work for maybe only questionable benefit to the gameplay. The kind of thing you could probably do with mods if it struck your fancy.
The answer to this second question is that it's a bit of a help all-around if some of the people with bogus concerns out themselves by latching onto this dumb topic.
Liking "fictional" Nazis isnt a good thing. I dont know how one could "like" them.
I like StarWars Storm Trooper uniforms but I could/would never "like" the empire.
Liking an asthetic or "look" is one thing but one has to differentiate, even to oneself, that its not liking fictional or non fictional Nazis, is simply liking a bit of kit and being aware of the circumstances that created it.
Like the V2 Rocket? Cool, me too! its a great bit of engineering and a jump forward in tech at the time, but remember also its creation and implementation is directly responsible for the death of thousands of "slaves" forced to work to death/executed by the Nazi Government of the time.

Who is getting kicked out of anywhere for wearing a MAGA hat? I see them all the time. Also you have no idea what an actual Satanist is. A guy won the presidency wearing a MAGA hat while shouting sexual assault is cool, and on the other hand we've never had a secular president.
You can't join any faction not linked to the story but people make a stink about the Templars to troll the devs so devs started banning people being trolls. And then the Trolls do exactly what Trump does after inciting violence and go 'muh speech!' on a service I have no right to use.
You can't join The Boomers or Kahns in Fallout NV or the Lich King in World of Warcraft. Game devs make and design a game to be played how they want it to be played. Wolfenstein is about murdering piles of Nazis, you can't ring them up and tell them why being Nazis would be a compelling path to choose in the game. Its not what the game is supposed to be.
If it was a game where you could join multiple factions I would understand somewhat. But you can't. You only can join the Barathumites, and as a part of the story progression, not even by choice.
While I do understand the desire to join a faction that is not the barathumites, I would love to join the Resheph cult I found since I RP as a follower of Resheph in my last run even have a shrine at my lair, this is not a game were you can join other factions other than the story one. That is just how this game is. And that is not going to change
Do a mod, your own game or search for a game that has the kind of joinable factions you want, constantly bothering the devs to add the constent you want and that they don't plan on adding is not cool.
People need to take a chill pill and separate real life from video games. Its fun to sometimes play as the bad guys.
Anyway, i don't really have a problem with not being able to join the Putus Templar but it do feel like we should have more interaction with them when we play True Kin.
