You'd rarely have much ammunition, though.
I don't think you can mod them but maybe i can add the 2x weight reduction mods to it and make it like 80% lighter? maybe it won't ever break leaving me with no need for ammo. Oh boy what a dream.
At character creation pump strength to 24, pick up double-muscled and multiple-legs, and pick marauder or warden.
By level 6 between the 2 strength from level ups, and the strength + carry weight from mutations; you should have around 550 carry weight which is enough for your boulder of choice and some armor.

A weapon to surpass Metal Gear...
Start with a high strength Chimera mutant. Double-Muscled and Four-Legged are a must. Rapidly advance double muscled whenever possible. Get tinkering during your early levels.
As a chimera you'll be hoping for extra hands so that you can wear multiple pairs of gesticulating ulnar stimulators. (+3 STR per pair) Wear gesticulating power armor as well. (+4 Strength) or any backpack. Each point of strength is 15 pounds of weight, whereas load-bearing equipment gives you a +% to carrying capacity.
If you find a relic for any other body part that grants +STR polygel duplicates of it.
If playing hearthfyre you COULD simply carry a handcart , but mind the malus to your movespeed.
