And btw, when you use panel this time, you stay on place where elevator must be? This time you push switch not to ascend, but to recal elevator from top floor, probably it can't return, if you stay where it need to get back.

It's understandable to some degree from a procedurally generated level but Golgotha is much less randomized, it should have these kinds of considerations.
For what it's worth, you can also fly down.
