Rando Legendary Monsters will sometimes offer to teach you skills during the Water Ritual. Whether one will be generated or you'll meet them, or will have enough reputation is of course up in the air.
Named Glowfish will teach you Swimming for 100 Fish Reputation.
Named Rando Barathrumites will often be willing to teach you a couple random Schematics, which you don't have to have the corresponding Tinker skill for. I've seen Chaingun for 55 and EigenRifle for 83 in the wild.

I know for a fact that the watervine farmers all know Harvestry (and only harvestry), so it makes sense as to why they'd teach it. The only question then becomes, how does the game know which skills of the skills the NPC has to teach. It can't be wholly random, as Kyakyukyan Villagers always teach Advanced Harvestry, never normal, even though I know they have both...
