why is my powered exoskeleton non functional?
I've repaired it and put a full cell but when I look at it it says +2 Strength (non- functional) and I need that strength to carry stuff to the next town since I'm overburdened otherwise

Make sure the Powered Exoskeleton is equipped. If it has a functional energy cell, it should give you the +2 Strength. It is worn on the Back slot.

If you did everything I said and it still doesn't work, consider a trip to the Bugs and Troubleshooting forum.
You need to wait a few turns for it to actually turn on. Most powered items that aren't weapons are like this, they take a few turns to get going. Just press the wait key like 5 or 6 times and you should be good to go.

I believe the equipment screen will actually say how many turns remaining until an item turns on. But if a new player doesn't know how to pass turns, it'll just sound like their item doesn't work. It may be useful to have this same information print in the combat log, don't you think?

Technically it already does. In the combat log items like the powered exoskeleton will make a "beep" sound once they have a source of power, and then a "ding" sound once it's active and working.
