Negative Dodge Value?
I'm currently rocking a -7 for my DV and I can't seem to find any information about if your dodge value is a malus beyond 0. Tried googling and searching here first.

So basically if it's in the negatives does it provide a to-hit bonus for enemy attacks? If so then I can't really see the point of a low agility build that uses heavy armor, ever.

DV is your "to-be-hit" so at a -7 DV you cannot be missed if they are in melee. If at ranged, there is deviation associated with your weapon type. However, AV negates penetration values, which means if they cannot get through your AV you take zero damage.

An example would be at 5AV, and getting hit by a penetration value of 4 on a 1d6, will do zero damage always (barring criticals), whereas having a DV of 10, with 5av and being hit with a penetration value of 7, will mean you'll be hit 55% of the time and will take 3*1d6

Thank you Seven! So based off what you said is it correct to assume that anything under zero is pretty much means automatic hit in melee? -3 is the same as -7 as is -9, because it can't get any worse than cannot be missed which begins at I would assume is -1?
Well, not necessarily. To my knowledge, an enemies To-Hit is 1d20+(their To-Hit Bonus). If that is higher than your DV, then the enemy hits. However, it is wholly possible to have a negative To-Hit, and as such, for certain enemies to missn you with -7 DV.

That said, any DV below ~10 is totally worthless.

Right now my character is sitting at AV13 DV -10, but tends to dismember and destroy things before they can pierce through his armor.

No idea how I'll fare vs leering stalkers and stuff but I've also never gotten far enough thus far to worry about them.

Thank you MNCBTWC!

Yo, enemies can have negative to-hit's?
Yeah, you can too. I'm pretty sure it's a function of your AGI and weapon buffs only. There's likely some enemies have set starting To-Hit bonuses. Anyways, my point is, totally.
