Yes, And places such as DLsite have an english language website you will be able to purchase it through at release.
Though bare in mind, since this is being entirely handled by the japanese developer, the game will only be available with your standard japanese censorship (mosaics over genitals). Rather than uncensored artwork that titles from western publishers have.
Also buying the r18 version will NOT get you a steam key for the all-ages version, unlike say Dengeki Stryker.

Certainly won't be an official one. And chances are an unofficial one, if one gets made, will break the steamworks features (achievements).
Not to mention the fact that the R18 version of the game costs twice as much as the all-ages version, so paying for the all-ages version and then getting the R18 versions content free is kinda iffy imo .
