A. Buy the full version. This is sold outside of Steam. It is a non-Steam game. As such, you don't get any Steam features, like achievements, cards, etc. If you're okay with that, this is the option I recommend, as it's not dependent on Steam (though you could still set up your Steam client to launch it, if you want that convenience), and there's no risk of an update breaking the patch, which happened a couple of times.
B. Buy the Steam version, plus the DLC that restores the adult content. Install Nekopara in Steam, then apply the patch.
Both the full version and the DLC are sold in the same places: Denpasoft (Sekai Project's 18+ store), dlsite, and nekoworks.booth.pm. Denpasoft is probably your best bet. The Steam version and the DLC are priced in such a way that you pay roughly the same amount as if you bought the full version.
One other thing: Valve recently announced they are going to be changing their policy to "allow everything onto the Steam Store, except for things that we decide are illegal, or straight up trolling." It's not happening right away, as they need to sort out some things, like the tools they promised to allow players to decide what they see and developers to deal with harassment and such, as well as legal issues. But it might eventually have an effect on whether this type of content appears directly on Steam.
Well, if you can tolerate it being broken for a few days once in a great while, then it's fine for you. Maybe they'll never do another update. I dunno. I like the non-Steam version just because it never has such a problem and is not tied to Steam. It's more about the principle for me, really.
We are part of the international or world citizenship, trading, tourism etc. Nekopara like so many other games and lite novels can be released uncensored overseas via a third party, so long as Neko works has a third party company. They are generally very easy to set up in Europe, because of the non censorship, either in print or anything else. Except age restrictions which is correct and proper. That is why so many Japanese adult videos release as uncensored, mainly in Germany / France etc. As long as the uncensored version is not released in Japan everything is fine.
