You have 2 options:
You buy the full game (not on steam), it has the R18 content, you pay 20 USD. (unless it's discounted or something)
or
You buy the steam game, it doesn't have the R18 content, and you pay 10 USD. Then you buy the R18 patch for 10 USD. So again, you're at 20 USD.
Thus, you have not "already paid the price".

Again, false. I'm going to assume you just didn't know that you could go on Denpasoft or DLsite and buy the DLCs (or the full versions) there totally legally. But that then raises the question: why didn't you ask anyone? There are numerous threads here on Steam Community where people, including myself, have pointed others to where they can get the full versions and DLCs.
Or maybe you didn't know the 18+ content even existed, which is fair enough. We have to blame that one on Steam. Not only did they not allow 18+ content (for the most part), but they also didn't even allow developers/publishers to talk about it on Steam. They actually forced them to stop posting links to 18+ patches and DLCs. If not for that, I imagine NEKO WORKs and Sekai Project would have said something. That one is not their fault.
But wait... what's this? "Buying this game on steam will give you a censored version. If you want the hentai scenes you should either install a mod for them or buy the game from their japanese website." That's from your review back in 2018. So, you did know about official DLCs, albeit not on the sites I mentioned. (They've since removed this stuff from the BOOTH site you linked to, but the others have them.) Did you forget, or what?
Long (e.g. half-hour), animated H-scenes that were cut out, being worth money? Imagine that.
Among other things. Sure, the story is cliché, but not everyone cares. You can find a number of LPs on the censored versions. Me, I prefer it not being censored, but that doesn't mean I only like it for the H-scenes.
If you mean for the Steam versions, then no. You paid half the price. Or, let's be fair, you may well have got it for less than half, since stuff on Steam is frequently on sale, and of course it's normal to take advantage of that. But setting that aside, the DLCs have always been priced so that you end up paying for the difference in price between the full and Steam versions if you didn't buy from a sale. You think it's not fair to pay the regular price for all of the content?
The only thing I might concede here is that maybe half isn't the right discount. Maybe it should be less than half, since the 18+ content isn't half the content.
If you mean you already acquired the DLCs and now you'd have to pay for them again to have them on Steam, well, not a lot can be done about that. I've heard that Steam keys used to be provided sometimes when you bought non-Steam versions of things, but there was fraud around that. I don't know the details, though.
(Just let me point out: Vol. 0 has no 18+ content at all, so there's no need to include it in this argument.)
Well, if the 18+ content is the "essence" according to you, then maybe the Steam version should be discounted even more? Then you'd be paying a greater percentage for the DLCs. This is the opposite of what I think it should be, but okay. Also, if you feel this way, then—setting aside the amounts—why complain about paying money for it? You're not making a lot of sense here.
BTW, I was going to throw your question about buying this without the 18+ content back at you, since you gave the impression you did exactly that; if you didn't know, that's the only possibility. Instead, it seems you may have gotten the DLCs after all. So why are you only complaining now about the DLCs not being free, when you didn't 2 years ago?

I am 100% sure there were no official DLCs on steam when i bought the bundle because it was not allowed yet and the source where I asked said that the patches don't sell alone and to access them I must buy the game again on their site.

The official DLCs were made specifically for the Steam versions, so if you had acquired those, you would only have had to pay, at most, $20 total per volume (other than 0), same as the full version. It's true that in the past, there was a procedure of getting both the Steam and full versions, and then transferring files over to "convert" the Steam version. In reality, there was no point in even getting the Steam version in such a case, as it was the same as just adding the full version in the Steam client as a non-Steam game. Because you had to replace even the executable, you couldn't even use Steam features like achievements, cards, etc. One could have gotten integration, except there was an incompatibility between the versions' files, for technical reasons (character encoding difference, apparently).
If your source said this applied to the official DLC, then I'm pretty sure they were wrong. That, or you misunderstood.
One thing that may be relevant: at some point, the Steam versions were updated, in an attempt to prevent unauthorized patches. But I'm not sure how this fits in. You wouldn't have to buy the Steam version again just for this reason. All it would mean is that you would be made to buy the official DLC if you hadn't already. If you already had, then you should have been allowed to get the update without paying again, although this wasn't always the case (Denpasoft, for instance, went through an overhaul at one point that invalidated old download links, which were sent by email. That happened with at least one thing I bought from them).
