Japan be weird like that, I know, it's still bs. It's still the Internet, a complete uncensored version should exist if we want it, so why doesn't it exist?
It would be possible to make a version without them, but that would need some sort of agreement between the Japanese developer and the western publisher. Typically, this means either that the developer gives the publisher the original uncensored art (which they have to be careful not to accidentally release in Japan, or they might be in serious legal trouble), or the publisher has their own artist redraw it. Either way is a special effort.
Now, why haven't they done such a thing, when there are plenty of examples that have? Honestly, I don't know. Maybe someone does. I've heard a rumor that Sayori, the main artist and leader of NEKO WORKs, won't allow it, but I can't confirm that. It's also possible they just never thought to discuss it, or maybe Sekai Project didn't want to bother.
In any case, mosaics are pretty common to see in VNs, so I have to assume it's not trivial to get versions without them published.
