the world editor will only work with a default installation of anno from DISC in the games original default directory which is = C:\Program Files (x86)\Ubisoft\Related Designs\Anno 1404... you could try making the directory and then copying anno into it... BUT!.... i also think that it requires a different version to the one steam offers.
I currently have it all working fine on my pc (i magically got a old disc), so its not impossible to do, just a pain.
you can create maps, choose opponants, starting options, even adjust prices, and its fairly easy to pick up after a few trys.
The steam version is completely differently saved and made from the disc version and the keys and referals are all over the place, unless you're the special snowflake able to reroute the directory you're fuc ked
For me, however, the registry entries for \Uninstall\ are missing so I have not been able to figure a workaround yet. Anyone?
some keys were missing yes. i changed the remaining ones.
the key to success - for me - was to copy the worldedit exe inside the steam anno folder
