But all of a sudden he refused to sell me anymore tools, just after I'd used the last in my warehouse to upgrade my housing. So, I found I was stuck with no tools and no way of building a toolmakers because apparently it needs 5 x tools. So I was in a bit of a catch 22 situation.
I've since discovered that had I delivered the iron ore to Guy Forcas earlier I would have been given a quest to build a toolmakers workshop. But I did actually complete that quest until after I had run out of tools.
Anyway, I couldn't see any solution to the problem so I had to reload and start again.
I get the impression that I was being deliberately denied tools, ebcause I was supposed to be producing my own as part of the scripted tutorial aspect of the campaign. It's just that the quest to force me to do it didn't trigger until I'd already used all my tools, and Anno seems to be one of those rare games where resource building requires ownership of the very resource that you are trying to produce.
In settlers for example the designers were very careful not to do this. So, of you were building a loggers hut or whatever you didn't need logs to build it.
