if you make a non-online profile, is this still gona be an issue?
I haven't tested it yet but I'm sure you can use Hamachi to set up a LAN, then use/create an offline profile and make a LAN session.
If you can't see eachothers sessions...
1. make sure your firewalls are turned off.
2. try to start anno with your LAN adapter disabled and Hamachi adapter enabled. Once you are in the LAN lobby plug in your LAN adapter again and refresh the sessions.
you need to write a ticket with good critism. They are going to send this, to the producer!! :D
We all have the right for a effective Multiplayer/Online-Account.

I might have found a fix for this.
1. I reinstalled the game (not sure if neccesary)
2. I saved my savegames somewhere else and deleted the folder C:\Users\user\Documents\ANNO 1404 Venice (also not sure if neccesary)
3. I deleted this folder C:\Users\user\AppData\Roaming\Ubisoft (usually the AppData folder is hidden so you have to unhide it first, check google for this)
KEEP IN MIND: You will lose your Anno ingame profiles and all the settings you have made ingame.
I think step 3 is the most important maybe someone can confrim this?
There might be stuff from other games in the Ubisoft folder so maybe you just have to delete the Anno subfolders.
Afterwards I was able to start new games and also load savegames after putting the back into the original folder.

Tested on Windows 10 64-bit
Enable DirectPlay in Windows 10:
To enable DirectPlay, first press the Win key + R keyboard shortcut to open Run.
Then enter ‘Control Panel’ in Run, and click the OK button.
Click Programs and Features to open the uninstaller utility
Go to Legacy Components and turn on DirectPlay
Go to you're SteamLibrary \steamapps\common\Anno 1404 folder
find "DXSETUP.exe" in the DirectX folder, install the DirectX file.
Go to Anno 1404 folder again and find the files "Anno4" and "Addon"
In both files, right mousebutton. Properties, Compatible, compatible modus set to windows 7 and turn on Administrator licence.
Copy both files as shortcuts onto youre desktop and rename each shortcut to the original desktop shortcut names.
Delete default installed shortcuts and you are done..
