It plays a bit like age of empire in that you build a base/city, you gather resources to build up a large army and then smash that army against other large armies. If you like single player the game currently has 5 campaigns 1 for Austria,England,Ukraine,Russia and i believe Spain? not sure on the 5th.
It has random map mode where you can have up to 7 nations (soon to be 8) fight against or with each other as allies. against a.i.
Or you can head into MP against real players and get your ass kicked until you master the game and take sweet revenge. Honestly its nothing like Total war series, its not realistic or cinematic. It's a pure classical 90's/early 2000's style RTS game that allows for both huge land and naval battles. Don't go into it thinking that Pike infantry will murder cav units for example. Cossacks isn't like that, if your Cav are upgraded and the enemy Pikemen not, you will slaughter them. Balance isn't the best right now but many patches and improvements to come. Including 8 free nations in future DLC :)
My advice is check out some videos on youtube see what you think.
Is there modding support? Or rather, can we mod the game as is? I'm not necessarily saying new models and completely new units and buildings, but something along the lines of balancing changes.
Suppose I want to change the attack speed of a unit, or its accuracy, or its HP?
Suppose if I want to make a clientside sound or music mod?

There is full modding support and soon the in-game editor will be added as well as steam workshop. If you have the skills you can mod the game anyway you like or download future mods to come.
Changing stats of units should be simple, i am not a modder my self but i know that on the official forums some people have already modded some stats for units and walls etc. I am certain once the workshop is implemented there will be a ton of mods that'll start to appear. Many people have ideas in their head on what they think Cossacks 3 should be, so we can expect some game changing mods in future. Personally i am not a modder, but i do make maps and i can't wait for ingame editor to be finished so that i can start creating my own missions again.
But check out youtube find some battles online and see if it appeals to you.
Cossacks 3 is very similar to this gameplay and setting/age. But without capital mode, card deck, trains and outposts control, treasures on map.
But with huge pop limit and with something like tactics/formations/highground contol, artillery bombardment of enemy towers and cities, cavalry raids on towns etc.
In AoE 3 you have max 200 pop limit and things like cannons takes 6 limit per 1 cannon, horses takes 4 limit. So its like ~150 units including peasants per 1 player.
In Cossacks in every game you will have more than 200-300 peasants on resources and army like 1000-3000 units.
You just build 2-3 barracks and 3-4 stables and order infinite construction of units you need at the moment.
You expand your base, build more mines around the map, try to conrol as many as you can, try to capture enemy mines and peasants etc.
You make tonn of upgrades for your economy and military and so on.
So if you like that gameplay and if you are Ok with the bugs and crashes which may happen - you 100% should buy this game. Its very fun to coordinate your actions with friends in multiplayer.

Hell yeah it's worth a buy. Just mod the ♥♥♥♥ out of the game after you're bored.
I wasn't even bored and started modding the ♥♥♥♥ out of the game after the first game, and now look at this.
In fact, I'm working on a sound mod as I speak, because I noticed nearly everything except the muskets sound pretty abysmal lol. :D
