I hope the are all included in an upcoming patch.
Still, the sail animations for the current ships need to be fixed first. And the naval AI. My ships insist on changing their positions every time I give a move order.
Currently, any nation with Battleships I'd imagine. Turkey does have one of the better Yachts, and their Frigate (Xebec) is far more effective than regular Frigates, and cheaper as well (also requires no gold upkeep), and being a rush nation they have discounts to many upgrades including the ship upgrades, so they are also probably a strong contender as well.
Ukraine is pretty much the worst. No Frigates or Battleships, and their new Yacht has lower range than other nations Yatchs, but has the advantage of being able to fire headon and much faster.

After a bit of messing around in the editor with unupgraded ships, Turkey does seem to have the better naval units. Their Yacht can take on about 3 sequential Yacht from other nations before being destroyed, and their Xebec's manage 1.8 sequential Frigate kills. They'll probably loose to the 18th Century ships though (if they are introduced), and their Yacht, like in AoW and BtW probably don't benefit from upgrades but do have higher default accuracy and armour.
Interestingly, the Ukrainian Chaika has twice the rate of fire of a regular Yacht, but lower accuracy and 6000HP less, but manages to just outpreform the regular Yacht by a cannonball or 2 on average.
