Report a translation problem
You could just modify manually mods/mods.ini in your cossacks folder
It's impossible to access the external editor.
Therefore, you must go to your Cossacks directory:
Steam\steamapps\common\Cossacks 3
Then rename "cossacks" (the executable) to something else. Doesn't matter what.
Then rename "modman" to "cossacks".
Now launch the modmanager file (now named "cossacks")
Then change the names back when you want to play the game.
You can use the same trick for the external editor and configuration options but instead of "modman", rename "editor" or "config" to "cossacks"
and looking at the workshop tab and doing it from there
