AI don't make boats

Hello guys, I have a question.
Do you know why the AI never make boat?
I want naval battles

It doesn’t appear we will ever see this.. I would talk about the game being broken since half the naval units are missing and obviously so is the AI

developer will call me a “spammer” again for posting here but hey devs, 18th century ships and the Victoria is pretty damn important if you’re going to call this a Cossacks remake. Not worth playing without them....

AI makes boats on impossible difficulty but seems to have hard time researching frigates and battleships. Only spams yachts and ferries. Also doesn't seem to grasp an idea of building a shipyard somewhere else than near the already built shipyard, making it very easy to blockade them as soon as you build a couple of battleships yourself...

Was just coming here to ask this myself.

Missing out on a huge part of the game IMO. Wish they would fix this. Maybe it is the ship cost? AI doesn't have the ability to stack resources that high?
