It's possible to change game speed above limits after using 'www' cheatcode in replay viewing mode. Also, you may create a custom mod with higher speed available.

I tried this now to day and it seems to work, however it only speed up when holding CTRL at the same time as Numpad +
So one has to do this whenever one wish it to go faster but it does not work permanently just to speed it up?
I mean, I could use a third party program which speed up the game unless there is another way, but will this risk me being game-baned for cheating here on Steam? It is only to be used it single player.

You may change the gamespeed for singleplayer only by setting the
gc_settings_gamespeed_2 = 14;
line in dmscript.global (Cossacks 3\data\scripts folder) to
gc_settings_gamespeed_2 = 20;
for example.
It will change the very fast game speed.
You won't be able to play multiplayer games with this setting, though.
