Where do I get the White Flag/Diplomatic Edict in order to recieve the respective achievements

Recently I set out on a trek to obtain all the achievements in the game, and I'm starting out wtih the really easy achievements first. However, I've run into trouble; I don't know where to get the White flag and the Diplomadict Edict in order to obtain the respective achievements. Could anyone help?? Thanks!

Not sure if i'll be absolutely right but i'll try. So, this is how you are receiving items in the game: buying them from the leaders, sometimes getting items as a reward for finishing quests, sending ships to an expedition or receiving from a specific NPC with an excavation site. The leaders are Lord Northburgh, Al Zahir, Giacomo Garibaldi and Hassan ben Sahid. I think it's required somewhat prolonged game to get 15 items of a specific type. But my 1st item in any game is usually the "Splendid gift for a guest", since you need some prestige for Al Zahir to get access to the oriental buildings and he gives a free ship for it. Also, you have to spend some honor on attainments to unlocks higher tier items on the leaders shops. Tap F10 to get to the attainment page. Actually i don't know whether it's exists any fast way to get items.

thanks for the quick reply, but ive got the basics of the game down lol. I was just wondering if the white flag and diplomatic edict were items that could be bought like Hassan's smoke screens and Letters of Marque.

It's also available on the Giacomo store. But i made much more selection changes to get a white flag. Perhaps diplomatic edict has more varieties and appears more often.
