This game truly baffles me.
Huge shame, I really wanted to experience this PoP as well
As the game was never originally released for WIndows 10, have you tried running the games .exe file in compatibility mode, in case some of these issues are caused by compatibility?
The game was originally released for the following Windows platforms -
Windows XP (SP3) / Windows Vista (SP2) / Windows 7
-Locate the games .exe file which can usually be found here -
Steam Library/Prince of Persia - The forgotten sands/Prince of Persia.exe
- Right-click on the games .exe executable game file and select Properties, and then select the Compatibility tab
- Try adjusting the settings in the Compatibility tab manually for different Windows OS versions
- Click Apply then OK
- Finally try launching the game by double clicking on its .exe file
It may be worth trying to download some older versions of DirectX you may need, if the installation has not already added these Direct X files on to your PC.
You can download older versions of DirectX here -
https://www.microsoft.com/en-us/download/details.aspx?id=8109
Please let me know how you get on in the game after running the games .exe file using and older Windows OS?

Please start with our troubleshooting guide[www.ubisoft.com], In particular from that guide, please make sure you've updated your graphics drivers and operating system, you've verified the game files, and you don't have any unnecessary background programs interfering with the game.
If that doesn't work, please try using compatibility mode. Although Windows 7 should be fine, I'd recommend trying to run the game in Windows XP mode anyway, just for testing. Please see our compatibility mode guide[www.ubisoft.com] for help in how to use compatibility mode.
If the game still doesn't start up, we'll be able to troubleshoot further with the help of some system files[ubi.li] - a DxDiag.txt and an MsInfo.txt. The article I've linked there will show you how to find each of them.
Once you have those files, you can reach out to us via our support website[support.ubisoft.com], or via Facebook PM[ubi.li] or Twitter DM[ubi.li], to send them across, and we'll be able to use them to investigate the issue.
Sorry for the long post - let me know if I can clarify any of these steps
