DD Complete is buying all 5 chapters at once with a discount price. You save some $ if you buy complete instead of 1 at a time.
When Ch.4 and 5 come out you get them as soon as they are out. So on Jan 29th you should get Ch.4 since you got DD Complete.

I would also say that Jan 29th may not be the release date. There is always a chance that it can be pushed back. 2019 and Q1 2020 were the other release dates and they didn't give any until November where Vince said Jan 29, 2021.
