Foxy is really active, and still will appear when set to 0, so yes, he will appear during Ladies' night, as well as Freddy's Circus, Double Trouble, Night of Misfits etc.

If it's the Mangle you're referring to, then he/she appears to be agender. The Mangle was likely placed in Ladies' night to balance it.

What Santatron said, except Mangle's appearance kinda-sorta-not-really implies it's a genderswap of the regular Foxy, giving another possible reason.

people think that mangle when she was toy foxy used to be a female since you can still see some traces of "femininity" such as lipstick/long eyelashes, a pink-ish bow tied to her tail and toe nail paint(?), but since its an animatronic and its throughly broken its genderless, and if i'm not mistaken someone long ago posted that scott wanted to give foxy a female counterpart (i can't confirm that)

Foxy's active on all custom nights but on the lowest level, unless its changed or set. Its just to make sure its not to easy.
