I mean, everyone carries a spare animatronic head around, especially kids.
The base head is basically like an organic skull, just part of the skeleton, and also where some of the animatronic devices reside.
The mask head is sort of like... The face, a layer of skin.
I think the reason behind this is because if the actual animatronic devices were visable, they might make the character look ugly, or even scary to the children.
The endo-skeleton may be what enables the animatron to move around and stuff, but the costume, and face included, is what makes the animatron appealing to the children.
So the second head Roxy has (What I call Mangle), is really just her skull, it's still technically the same head.
Btw,its not 2 heads.If its 2 heads,how come Mangle can fit with 1 mask.Kid's rebuilt everything,also on the head,they put the head into half.Or quarter head and 1quarter head?idk.Theories still theories.(That means 50 50 true or false.)
