Why treat it like a game-breaking bug? How do you know it's a bug? Why do you need to look there because you need to wind the music box for it?

It's not a bug, it's so that the game can do whatever it does offscreen to move the characters out of there current location, to another. Because just incase you weren't aware. The animatronics cant move if you look at them, so sometimes the cameras'll glitch, allowing them to move around.

No, the cameras are ALWAYS disabled, even when all 3 animatronics are gone, its disabled.
I highly doubt it's a bug. If it weren't, why are both rooms affected that are both starting points for the animatronics? It's probably just to make it slightly more difficult, so you can't always know who's gone until you find them somewhere else. Not that it really matters, since the music box is the main focus at that point.
