It could work.
The same way you get all trading cards.
You play the game, and over time, you receive cards, until you hit the maximum amount of card drops from the game.
Or, you can use gems to create booster packs, which have cards for a specific game in them.
And the option most people use: Buying them off the market from people who don't want them.
Here's the flaw though. It takes like, half an hour to complete the game anyways. Trading card drops happen within an hour. The game has little to no replay value. Would it really be worth it?
