In custom night, Foxy still shows up even if his A.I is set to zero.
Is this a bug? What should I do?

it's not a bug, you can't turn him off completely

It's to keep you from having the camera up the whole time. Basically, Foxy is never 'off'.

It's Intentional to avoid making the game too easy since the player wouldn't have to use their light on foxy and that's why it's impossible to disable foxy completely.

It just kind of sucks, and It doesn't help that he is the most annoying animatronic in the game.

I can't help but try this: set foxy to 20 and practice alot, and I mean ALOT and then It won't be a problem

It's to avoid you winding the N7 difficulty puppet's music box throughout the entire game lol. If it wasn't a thing, some challenges would be way too easy
People claiming that it's to prevent the game from being too easy are giving stupid assumptions, it's literally in the code. Foxy has a unique AI: (21+random # 0-5)-D<=AI level, where D is Alterable Value D of Foxy's marker.

Foxy can activate when set to 0 if 21+rand=D (rand=5, D=26; rand=4, D=25; etc.).

Foxy doesn't activate on Night 1 because D is constantly set to 0 the entire night. Otherwise, D is manipulated to cause Foxy to become more or less active (add for more active, subtract or set to 0 for less active). This makes Foxy more active if the Freddy head is used unnecessarily or if there haven't been any animatronics in the Office for a while. It also makes Foxy less active when the flashlight is shined down the hall.
