How do you get the Grappling hook?

Ive recently started playing amazing frog again, and i noticed they added grappling hooks
When i went to the police station, they were still locked. Anybody know how to get them?

It’s called SCP (Swindon Citizen Points). Go inside the town hall—you’ll need to collect 750 points. It shouldn’t be too hard with the new vacuum, but if you’re still struggling, I can give you more tips.

Well, i cant find any robber or the joker, Could you let me know if there is another way to get the SCP item?

Trash in the trash cans around the map, and mail in the mail thingies.
