To avoid pirate scumbags, there is a system that will trigger those weird events in order to ruin their stolen fun. If you're not a pirate scumbag, here's how you can fix it. (don't try if you have a pirated copy of the game, it won't work :) )
Launch the game from the Steam Client: If you're trying to run from the executable file you won't be able to play the game, you need to use Steam, it's a mandatory requirement.
Verify the integrity of the cache: Use the same steps as explained before, here's how to do it again:
- Go to your Steam library
- Right click on Amazing Frog? game
- Select properties
- Click on the local files tab
- Click on the button that says "Verify Integrity of Game Cache"
- Wait for the verification and don't try to launch the game
- After the verification of the cache, launch the game and it should be working
You could also try restarting steam,
Still not working?: If you're not pirating the game and those two solutions didn't work, report the problem on the forums and the developers will try to help you out.

So I looked into it a little more and I guess the app is finding it difficult to validate as a steam game, and apparently it's a slightly common bug,
So my next suggestion would be to either
Uninstall and reinstall, and maybe open and close it several times,
I know it's annoying, but it worked for several people.
And someone else might have a better solution.
Otherwise I'm not sure,
it might also be fixed in the next update (soon-ish)
I hope something works out.
Unfortunately for a refund you need to have less than 2 hours of game time,
And you have around 13, but since you have it in your library that can be proof that it's not pirated, so that's good.
and like I said hopefully it either gets patched or a mod or a developer sees this.

Unfortunately the fayju team consists of only two developers, and a moderator (zeron)
But hopefully they still find time to deal with these issues (like refunds and bugs)

I am looking into the reason why this sometimes happens.
Its very tricky for us. Amazing Frog is massively pirated and thats why we put safeguards in. They are not perfect but each update we try and make them work a little better. There is another update coming very soon. are you playing the most recent version f0.2.8d? also what platform and computer is this on?
