I also have absolutely no idea how it's doing that. Or what it's doing, for that matter. If it helps at all, here are the title/options menu images:

try fiddling with the ScreenSize value - press right when ScreenSize is highlighted to increase the size. Options are 1x, 2x, 3x and Fullscreen.
Please note that you might need to restart after changing the screen size to see if anything improves. You can also toggle Fullscreen via Alt-Enter. Normally there are issues when changing screen size in this manner, but it might jostle whatever's giving you that problem
