Can not build anything - Restricted area
on Suskeron at coordinates 676/-673 i can not build anything anywhere in 2 zones - it says me that it is restricted area.

that means you are in a starting area, so walk further to build.

please compare mentioned coordinates with start area coordinates - they are different
