Report a translation problem
The only setting within the in-game options remotely like you're describing is Post Process which disables bloom and the screen discoloration upon taking damage.
It does not in any way disable the idle screen shaking or the combat screen shake effects.

Thanks for the attempted help, but that was the first thing I figured out how to change.
I just spent the last two and a half hours trying to figure out Camera Shake with very little to show for it.
The best I got was being able to show the state of Object CameraShake which is connected to CameraActor using the Command Line obj related commands.
You're right Post process not Post production... See what happens when you're typing on the forums during class break lol, you use classroom lecture words...
I turned it off on my game and the motion blur shakiness went away. I still can see attack damage just fine when I hit or get hit...
