Spriter Pro vs Motion Pro Ng? Also does this have GameMaker Support?
Pretty much what the title says, I'm just wondering which is better for a 2d rpg and a 2d platformer. Also is it good to use with Game Maker Studio?

Spriter Pro and ProMotion NG are very different programs and work well together. I think it would be a good idea to go on the brashmonkey/com website and the cosmigo.com website and try the free version of each program to learn their differences.
In general, Pro Motion is for creating/drawing pixel art and animations by hand drawing stuff.
Spriter lets you use images you already acquired or drew in different programs to create animations.
They both could be used with RPG Maker, especially Spriter with the RPG Heroes art pack.

As far as I know the only native supporting software is Spine for GameMaker Studio 2. For GameMaker: Studio though I have no idea. There is probably some form of plugin or script you can make to support it.

Both software you can use though if you want to export as normal bitmap images to use as sprites in your game (this is a standard workflow) but the benefits of having native support for Spine files inside GameMaker Studio 2 is great!

I've heard it does work with GMS 2 with a little fiddling, but I'm not a GMS user so don't know what exactly was required to make it work. Thanks! I got spriter and I'm loving it so far! Im going to pick up promotion on my next paycheck. So with spriter, can I export an animation to a sprite map to use in something like rpg maker?

By sprite map, I assume you mean a sprite-sheet or "texture atlas" containing all the frames? Yes. In fact, the RPG Heroes art pack can export an RPG Maker compatible sprite sheet, and you got the Essentials version free with your purchase of Spriter: https://www.youtube.com/watch?v=LC-1Ko9LQ-M
