Looks like the game licence has not been pushed to your Ubisoft account yet.
Try launching both clients as administrator and try again.

I have even tried unlinking and relinking my Ubisoft Connect Account.
I bought this game just under a week ago and the fact that the license still has not been pushed to my Ubisoft Connect account is pretty rediculous.

When you launch the Ubisoft Connect first and go to the game library, do you see any "ready to install" games that you purchased on Steam?
AC2 is quite old, perhaps the old-fashioned key activation would work? Can you see an activation key for AC2 in your Steam library? If yes, try using the "Key activation" feature in the UC.
It should be in the menu when you click your profile picture in the UC.

but the game is nowhere to be seen in my library
