Please ensure no USB devices are plugged into your PC except for you mouse and keyboard. Also make sure you have the latest drivers available for your controller.
If the issue persists could you please confirm which controller you are using.

You could try remapping using this method explained at PCGamingWiki[www.pcgamingwiki.com]:
Essentially, you've got to map the triggers in the Big Picture controller configuration page; in general for Steam games, that's the best way to resolve controller detection issues and adjust mappings.

Thanks for letting us know the controllers you've tried. Can you please confirm whether the keyboard and mouse controls work correctly? If you have an official Xbox 360 controller available, can you please test this as well, as that is an officially supported controller for the game? Have you also tried following the advice of R3troSim above?

He want me to play with keyboard or logitech g15/g13. Try diferrent setup , 1 at a time with and without g keyboard. not working.
I was able to get the game working with an Xbox Wireless controller, whilst being plugged in with a USB cable to my PC.
Can you please try the following >
In the Steam controller settings for the game, select Use Default Settings
Make sure the controller is connected to Steam via a USB wire.
Launch the game, in the games menu, select options > customize controls > then scroll the options available until you see your connected controller - you can then control Desmond/Ezio as well as the menu with just your controller

Have you tried any of the controller profiles templates, either Steam templates or player custom profiles in the option?
Are you able to show us any screenshots or images from the Steam controller and Properties menu that show how you have this set up currently?
We can not advise downloading files or external programs from unknown sources to fix this issue, from the guides linked earlier in this thread, we can only suggest altering the Steam settings themselves as this was known to work for some players.
