disabling Vsync
I appreciate this is may be too late now, but - if you haven't read already - there's this from PCGamingWiki[www.pcgamingwiki.com] which specifies about setting the screen refresh rate to 50 Hz on top of disabling v-sync, as well as making sure that you specifically remove CPU 0 (i.e. your first CPU core) from the game process CPU affinity as this can cause issues:
Sorry, you'd need to do that outside the game.
In theory, you can use Nvidia Control Panel[www.nvidia.com] to do this, but I have found that once I set a refresh rate change it doesn't have any actual effect; I don't know about a similar feature in the AMD Radeon Software[www.amd.com].
I would use this third-party utility called Custom Resolution Utility which has helped me out many times. Instructions below:

You can do this natively in Windows by right-clicking the "cru-1.4.2.zip" file, clicking Extract All..., and then clicking the Extract button. (Make sure the desired file path is entered in the above text field in the Extract Compressed (Zipped) Folders window where these options are).
Additionally, make sure:
If your screen resolution doesn't appear as a preset in the dropdown list, choose Other resolution item at the bottom of the dropdown list, and enter in your resolution and "50" Hz in the fields there.
**Bear in mind that your screen refresh rate is now set to this 50 Hz profile you created, which is now applied to your entire system and running applications.**
To revert back to your monitor's original settings, open the reset-all.exe file in the same directory.

In this case, the lack of connection to the server does not affect the game.
So:
Open the hosts file stored in the directory with
windows\system32\drivers\etc in a text editor.
This must be done as an administrator.
At the end of the file, add the following lines:

I did not need to reboot the system. But it's better to reboot. We start the game and enjoy the absence of friezes, the connection via the Internet does not occur, since our machine is a log server for Assassin's Creed.
Edit: It doesn't stutter anymore. Maybe it is because I restarted my PC or I past the stuttering areas, no idea.
