How to pass Port Authority mission?

I watched tutorials online but I always get detected when I double assasinate two guards near steering wheel at the back of the ship.

That's probably because you 1st didn't took out the 2 guards also patrolling into the Steering Wheel area, one coming from each different side of the vessel and at different times from one another. I usually start with those, right after killing the one that patrols the docks into the back part of the vessel, ofc.
After dealing with all of the above, quickly double assassinate the ones upon the Steering Wheel an jump into the front of the wheel falling down into the deck right before the Mast, which is where your target should be.

In most of these sort of missions having patience to distinguish the guards patrolling patterns to use those to your advantage usually tends to pay off in the longer run of things. And it also teaches to temper your impatience with something else that you'll find useful longer down th road upon your IRL occurrences.

Hi Basan, thank you! I realised my problem was that I jumped from the steering wheel onto the two guards, while I should have just walked behind them to do low profile assassination. I have now finished the whole game and definitely it taught me a lot about patience and perseverance. One of the best games out there! :) All the best to you!
