Report a translation problem
Considering that even if you acquire this game through Steam you still need the UbiSoft Connect[ubisoftconnect.com] to be installed (so that the game installs and/or launches after your Steam's prompt to do it), set an Ubi$oft account to validate your game and from that point onwards... no fusses at all, I'd say (even if they've closed this game's dedicated servers a looooong time now[www.ubisoft.com]).
And you're still not answering to all that I'm asking.
Do you have UbiSoft Connect installed too? And I'm saying this because after you telling it to start downloading from Steam's launcher/store it'll have to do similar upon Ubi$oft's launcher/store, which is their developing company's one, no matter from where you acquired it.

I downloaded Ubisoft Connect from the Ubisoft website, installed it and opened it, then I opened the game on Steam and I didn't get the error anymore.

After scouring Steam forums, and Support @ UBI, and finding a plethora of solutions...
I chose the simplest (yet oldest course). I uninstalled the OLD "Ubisoft Game Launcher", and opened the game directly with a newer UBI app AKA "Ubisoft Connect". The game launched from there once I inputted my password. The game then did also launch via the STEAM Client, from which I did purchase and library as such.
