Just to officially confirm that tyl0413 is correct.
In June the decision was made officially retire the online services for Assassin's Creed II.[www.ubisoft.com]
As the Deluxe Edition content needs to be activated / redeemed in-game, using the online services it's no longer accessible.
Those who've already unlocked it and have an existing save can still access it, however new players just purchasing the game won't be able to redeem the content and thus the Deluxe Edition has been delisted from Steam to stop players being able to purchase an incomplete version of the game.
