there is an ubisoft game launcher in the steam folder you need to install. Had the same problem myself untill i went searching through the files.

C:\Program Files (x86)\Steam\steamapps\common\Tom Clancy's Splinter Cell Conviction\redist

okay you have to go to ubiosft.com and download Uplay. its like steam for ubisoft :)

Thanks for posting the fix. Rather lamesauce that this is not installed by default. But I guess it makes sense they don't install a competing product for you.
