I'm also on windows 10.
- Verify local files
- Check your path where the game is installed. Go to "redist" folder.
- Run "UbisoftGameLauncherInstaller.exe"
This gets past the error code, but then it goes to a window saying a Ubisoft service was unavailable. Garbage company with their online DRMs. Can't play it
if you get the error stating it doesn't work with your OS then click play anyways, might ask you twice and each time ignore that and click play or whatever option lets you play and the game will start up.
some of you may need to verify cache, run in compat mode and or run as admin.
all I did was redownload the game on my windows 10 64-bit machine, clicked play, a message popped up checking system and the OS was found not to work, I clicked go ahead or play anyways, same message appeared, I clicked play anyways again and the game started up.
THEN the game will launch fine for me, on windows 10.

Same result as described, then I installed the 'uPlay' client that i recalled the game using when i was on windows 7, and it worked!
Hope that helps.
Maybe you should also run the executable of the game in compatibility mode for Windows 7.
This worked for me:
1. Install direct x (the old version) --> http://go.microsoft.com/fwlink/p/?LinkId=159853
2. After installing, launch the game from steam
3. It will patch the game, and then update uPlay (frikkin screwbisoft)
4. Uplay will launch and ask you to login (frikkin screwbisoft)
5. After it launches it will sit there looking at you like a forlorn puppy
6. Click on 'Activate a key' and enter the key from steam
7. the game will be added to your collection of ScrewbiSoft games
8. Try launching from uPlay. It will not work. Or maybe it will for you. It didn't for me.
9. Go to steam and launch from steam. It will launch uPlay, and ask if you want to connect steam and uPlay. Click yes.
10. The game launches
Note to self, No More ScrewBiSoft games.
